Responsibilities
The Department of Building & Safety is the primary agency for maintaining and improving the appearance and condition of neighborhoods and business districts.

Our purpose is to preserve the viability and stability of the business and residential districts and to prevent deterioration and blighting influences within the community.

We also advocate for Romulus residents by assisting property owners when interacting with building contractors and providing timely and accurate information.

With five fulltime inspectors and four clerical employees, the Department of Building & Safety is entrusted with overseeing the construction, maintenance, alteration and repair of all buildings and other structures located on private property.

The fields where permits are issued and inspections performed include:

  • Heating/Cooling
  • Plumbing
  • Electrical
  • Building
  • Paving
  • Carpentry
  • Masonry
  • Signs
  • Fences
We also perform occupancy and re-occupancy inspections on all residential, commercial and industrial buildings to ensure safety and compliance with applicable codes and ordinances.

Codes and ordinances are designed to enhance the quality of life for Romulus residents and protect them from substandard or unsafe construction.
 
Homeowner Permits
The contractor you hire to complete a home construction project should be the person who pulls the permit from the city.

If a contractor asks you to pull a permit, we would ask that you consider the following information:

  • If you have a contractor, they may be trying to absolve themselves from liability and responsibility for quality and workmanship
  • Your contractor may not be licensed
  • Homeowner permits are not cheaper than contractor permits
  • Homeowner permits are not processed quicker
  • You will be held to the same standards and inspection requirements as a contractor
  • The City of Romulus will not be able to intervene in disputes between you and your contractor
  • You will be responsible for correcting any deficiencies or violations in work performed under the permit


Obtaining Residential Permits
Permit applications are available at the Department of Building & Safety.

Time needed to process the application is determined by the complexity of the work.  Guidelines for specific projects are available at the office counter.
 
Residential Permit Requirements
Before any construction can begin, construction plans must be approved and a building permit must be secured through the Department of Building & Safety.

Permits apply not only to new construction, but also to any work that physically alters a structure.  The permit also covers any work regulated by the Michigan Residential Building code along with any additional applicable City Ordinances.

Site Drainage Plan Requirements

Single Family Residential Building Sites
A site drainage plan that bears the seal and signature of a Civil Engineer or Land Surveyor registered to practice in the State of Michigan must be supplied.

Required Elevations (U.S.G.S. Datum)

  • Existing and proposed grades around perimeter of lot
  • Existing and proposed grades at building corners
  • Proposed first floor finish elevation
  • Finish grades at adjacent buildings
  • Sidewalks
  • Ditch lines
  • Road centerline and edge
  • Surrounding area 100 feet beyond site limits (contours in 1 foot intervals or elevations to 0.1 feet on a grid of 50 feet or less, as required)
  • 200 feet beyond site – commercial and industrial site
